Encoding Options for Files

There should be an option to choose what type of encoding is used when viewing a file that has code in it. Sometimes when viewing a file with utf-8 strings and an emoji included, the encoding gets all weird and becomes unreadable chunks of garbage. I think the encoding option can be placed next to the "change language" button.
