[Suggestion] @Anyone keyword for soft notification

I wanted to bring up the concept of a soft notification. This would be a notification where it would only occur if a user was either actively using discord (app open or app in focus on PC) or has used discord (opened the app or had it in focus) within the past 5 minutes.

I think @anyone should be a good trigger for a soft notification. That way, you do not have to bother anyone that is part of a server, yet isn't currently active. This can prevent people who are busy from getting notifications yet give people the ability to see if anyone wants to do something or join voice.
