Direct messaging a person saying that you have to become friends. Unfortunately the user is not accepting friend request. They would have to add you. Can you please fix the problem by having anyone to dm another person without having to become friends?

  you can choose who can send you friend requests or send you DMs you in settings, it's not a bug that someone chose not allow it.
