Add virus and scam scanning to Discord via VirusTotal's api

Discord should use VirusTotal's api when someone sends a link, it doesn't have to scan immediately, but Discord should queue all the scans and add a "Scanned by VirusTotal" message to links and files when you hover over them once they have been scanned. I don't know much about the VirusTotal api, but I will learn more about it when I can, but it said it's fine to use in applications that are free to use. This seems relatively easy to implement, but the amount of links and files sent everyday may be too much for VirusTotal's api.
