A function to disable @user and @reply

Sometimes people are on a server just to lurk and to look at posted artwork or even post art themselves, as an example.
But ever so often people reply@ and @/user someone with a basically content-less message.
Which can get quite annoying over the time.

It would be nice to add an option to disable/suppress @user mentions on specific servers entirely and not just "role @/mentions "
