More ban evasion detection

Ban evasion is currently trivially easy. Find some random free VPN, activate it, go on an alt, and bam, you're back. As a Moderator, this is extremely frustrating, because there isn't anything I can do without having to use a third-party bot to check people or use my own method, which would obviously raise privacy concerns among members. More device identifiers need to be used to detect evasions, such as HWID, MAC address, etc. Having multiple protections would ensure it's not a walk in the park to evade a ban as it currently is.
