Feature request: Make Slowmode Immunity a standalone permission (separate from Manage Messages)

I'm in a large server where there's a use-case for giving certain roles slowmode immunity without the manage messages permission, as some users who do not moderate the channels still would benefit from immunity to the permanent slowmode in the channels. Definitely think this should be addressed in a future update as it doesn't make much sense to me why slowmode immunity and managing messages is the same permission.
