Level 3 Boosted Servers should be able to opt in to Beta Features

It’s only fair if a server can make money for Discord, that they’d be able to manually opt in for beta features such as the boost progress bar (now released) and animated server banners. Far too many times have I created a brand new server for it to get these features far before the server that makes you guys money gets these features. Please make this happen.
