Granular Permissions - Events

Current permissions are essentially admin level for events.

I suggest granular controls over create, edit and delete.  This allows for moderation, and locking events.

Further an option to not allow events to be scheduled over top of each other would be ideal.

    And start! It would be great to allow people to start an event without letting them edit or delete it.
