[Server Security] Role permission to send personal messages

Should be a basic feature to prevent spam bots which raid public discord server.

Assume to have a role X.
Only member that have this role X are allowed to send PMs to someone in the server, assuming they didn't completely turn off direct messages.
 
If both, person A and B, share multiple server, and each server has the setting activated, having the required role on only 1 server would suffice to send a PM.

  This is such a great idea, especially with large servers and how much spam they receive!
