Update Verification Level Help Text

The verification level text under the Moderation settings for a server currently say if a member has an assigned role it does not apply.

However for options Low, Medium and High, if they have a phone number attached to their account, it allows them to bypass the restrictions on the lower levels. This behaviour is desirable but needs to be documented more accessibly as I discovered this only after a support ticket (#17468651).

Recommendation, the second sentence be changed to:

If a member has an assigned role or phone number, this does not apply.

This should be a simple change to remove the risk of confusion for other server admins.
