Tagging posts in text channels to still be visible to those without "read older messages" permission

Essentially allowing for someone to create a text channel instance that will refresh and only show posts relevant to the channel (e.g. pinned bot commands or other prompts, etc) I feel like this could open up a lot of the UI for readability and improve adoptability across the board for all servers.

  Idk if just making Pinned messages would be a workaround for this? Personally, I'd suggest a different variable as some pinned posts may not be something the author wants to show. It could also allow for the author to only designate particular posts to be visible to such members. Like a favorite.
