Allow POST /interactions on testing bots

So I know this seems against discord's general direction, but I think allowing this endpoint to be used by bots in a similar way that POST /guilds is, where "This endpoint can be used only by bots in less than 10 guilds." would be useful for integration testing.

As you are developing a bot, you could have another bot interact with your bot's interactions, such as buttons, selects, slash commands and so on. It would help immensely in assuring that when you make modifications to your bot, nothing gets broken without you noticing.

Maybe not even 10 guilds, 1 or 2 guilds would be enough. This would just be intended to be used by developers to test their own applications and ensure they are correct with proper programmatic tests and not just manual tests.

  This would be really nice for integration testing.  I think there's a pretty big lack of testing infrastructure set up for quite a bit of the new api changes.
