Forums - Let Forum Notification Settings Override Server and Category Notification Settings

It's very common to make a forum post on a muted public server. Users should be able to get notifications (and unread icons) for their own forum posts without having to change so many server settings.

Let forum notification settings override server and category notification settings, that way you can make a forum post and get notifications for that post (and only that post, and any you're following) in a muted server.
