Replace > with ``` for quotes
The biggest issue with quotes is that if somebody has a tag in the initial message, that person gets pinged again in the quote. Get around this by using ``` instead of > for quotes

Override the blocked user can't react thing, if somebody has elevated permissions
You cannot add reactions to a message, if the person has blocked you. This idea is, if you have a certain elevated permission over the other user, you can react regardless of blocked status.

Friend VC activity
I think it'd be cool if your friends profiles showed you if/what VC theyre in, provided the channel is in a server you are in mutually, and in a channel you can see.

Administrators manually enable embeds
If you have embeds turned off in a channel, allow Admins (or a new permission) to manually allow the link to show an embed per post.

This seems unnecessary... if you just click their name you can easily tell with their mini profile if they're in the server or not

HypeSquad cooldown
you should have to wait a of time before retaking the test once you leave a house OR like the nitro boosting, you have a cooldown that starts when you join for like a week or whatever

There should be a way to see what server somebody is boosting. Most likely the best situation is requiring you to both be in the server in order for you to see this information. Perhaps it could be...
