Decree No. 12,976/2026 is a Brazilian federal regulation issued under Brazil's Marco Civil da Internet that sets out guidelines for protecting women online and addressing violence against women in digital environments. It requires covered platforms like Discord to:
- provide a clear reporting channel;
- review removal requests, including notifications about crimes or unlawful acts or coordinated harassment committed against women because of their gender;
- remove non-consensual intimate content within a defined timeframe;
- take reasonable steps to limit the spread of that content; and
- block artificial intelligence (AI) tools from generating or altering intimate images of real people without their consent.

Your Rights and Our Responsibilities Under Decree No. 12,976/2026
If Decree No. 12,976/2026 applies to you, you or a representative acting on your behalf may:
- Submit a request for Discord to remove the content that was shared without your consent. That includes images, video, audio, text, or any combination of these that depicts nudity, partial nudity, a sexual act, or a sexualized context, including content wholly or partly generated or manipulated by AI.

If you're outside Brazil, or you're reporting images of someone else that you don’t have legal authority to represent, you can report content under our Non-Consensual Intimate Imagery policy via our standard reporting process using the in-app report menu.
Discord’s obligations as a covered provider under Decree 12,976/2026 include:
- Maintain a permanent, free, and easily accessible space for receiving reports of non-consensual intimate content and other forms of gender-based violence, with confirmation of receipt and a way for the reporting party to track their case;
- Display information about Brazil's Women’s Assistance Center (Call 180) helpline;
- Take swift action when Discord receives a valid report, making reasonable efforts to identify and remove known copies of the same visual depiction, and applying measures to help block re-uploads of the same content;
- Take steps to reduce the reach and visibility of coordinated attacks or harassment against women.
What to Expect After You Submit a Removal Request Under Decree No. 12,976/2026
We will confirm receipt of your report and review it to determine whether the reported content falls within the scope of the Decree.
- We will promptly review your request to confirm that it meets the requirements of the Decree.
- If your report concerns non-consensual intimate content, and the request is valid and complete, we will remove the reported content and we will make reasonable efforts to identify and remove known copies to prevent it from being re-uploaded.
- If your report concerns another form of gender-based violence covered by the Decree, we will evaluate it and communicate our decision — including the reasoning — to you and, where relevant, to the user who posted the content. We will not share the information in your report with users who posted the content to Discord. They will only be notified that the content has been removed, not who reported it.
If your submission is incomplete, we may be unable to process it until you provide the missing information.
