Fine grained DM permissions

With public server phishing and spamming on the rise, I suggest a feature which should hopefully be simple to implement and help manage the issue.

With the second option as default.

This gives us a finer DM control (and a prettier UI) that can rid us of the DM spam entirely without sacrificing too much.

Admittedly it's an imperfect solution to the problem because we still might want legitimate public server users to DM us but I think it's one more tool against spam and should be implemented nonetheless.
