New Group Owner When an Account is Deleted/Disabled

When an account gets deleted/disabled, their group ownership should get transferred to another member of the group.

    This should 100% be added. The way it should work is that a random person with the highest role is given ownership, if there's nobody at the highest role it goes to a random person with the second highest role, etc. This would be great so if someone's account is purged by discord, the server can still continue with a server owner.
