Remove rate limit for Emoji uploads

There should be a removal for the "rate limit" on emoji uploads when creating servers. This holds server owners back as they get limited to having to stop getting what they need to finish done for their server. 

When people are uploading many emojis in their server settings, sometimes when editing them for a while we get excessive rate limited which is not beneficial in any way.

    I agree with this post. I've been trying to work on the custom emoji set for my server for 3 days, but every time I start work on it, I can only do it for a couple minutes before I get rate limited. I end up putting it down and not remembering to check whether I can work on it again until hours later. I'm finding this very frustrating.
