Allow Static Server banner for verified servers without Server Level

Verified servers are for businesses, brands, and public figures. Such businesses and brands are already receiving the opportunity to have a banner on their other social platforms (Facebook, Twitter) with which they can make their platforms more attractive to their supporters and fans, and express themselves in a wide way.

But in Discord, a verified server does not look attractive without a server banner. Brands and public figures need to make their social platform attractive and appealing to attract their customers and fans to engage in platforms like Discord. Even the verified tick looks black-white (not good and attractive at all) without a banner.

To solve this, allow verified servers to add static server banners without server level. This will help to express the brand in a wide way, make verified servers more appealing and attract supporters and fans to engage more with the server.

Animated server banner can be an exclusive perk for partenered servers.
