Role override for roles lower in the role hierarchy

We need a feature that allows a role to override the permissions of other roles. Some roles give permissions to channels and such that we might not want a user with a specific role to have but we want the user to have both the roles for example: A role that removes all access from a channel or channels won't work if a person has any other role that allows access to that channel but for some reason we might not want that. That's why i believe there should be an option to override perms from other roles with a given role or just have role hierarchy employed by default, I'm pretty sure role hierarchy was a thing in the past and I don't get why you would remove it, please consider fixing this problem because it's really inconvenient to take away roles and give them back or creating multiple roles for what 2 or 3 roles could accomplish. There have already been many requests for this type of feature and I'm sure it's not too hard to implement
