Allow non-community servers to enable server subscriptions

When I try to activate server subscriptions for my server, I am asked to activate the server community (which I don't want to do, and it would not be of any interest for my server).

So why limit server subscriptions to community servers? I think all servers should be able to activate it (as long as it is in accordance with the TOS and Guidelines, of course)

P-S: Discord, when will server subscriptions be available in all countries? Because it's getting really long now
