Remove Profile Picture Lockout/Make Profile Picture Lockout More Lenient

Like many others, when I change my profile picture I like to make sure it fits perfectly. While, yes there is a preview feature, it honestly kind of sucks so I still find myself cropping my image over and over to see how it'll look like on both my profile and the tiny version in the chat. With the lockout/cooldown, it's inconvenient having to wait 10 minutes every time you change your profile picture twice. This arbitrary limit should either be removed, or at the very least made more lenient
