[SUGGESTION] Channel management permissions

Hello there!

As of writing this, when we give a role the permissions to manage roles but not channels (on the server level), this role will by default be able to manage the permissions channel wise as well. They're even able to change said permissions for roles higher than them, which makes absolutely no sense!
A solution is to go to every single category/channel and specifically deny the "manage permissions" permission.

Since the "manage channel" permission is off, I'd say that they shouldn't be able to edit anything by default unless we allow them to do so!
