More secure account because bypass phone security

Hello! I have on some server where I'm staff someone who continually comes back after a ban, the security of the server is on max (phone number verification required) but you can bypass this easily (juste search on youtube-). So (the guy is already reported hundreds of times so I'll don't do it again) I xould like to see something who can be against this. Discord can have ip address, so why not add a new security level with an amount of account by ip address? Like max 10 for big family? Or maybe by device with getting MAC addresses I don't know. But really I think this is really important

    Server bans are already IP based. IP bans are way easier to get around than phone number bans. Best thing you could do is keep banning him until he gets tired of making alts.

    Huh... How to say it... I tried it one time because I didn't have the reason of my ban on a server (also left it finally) and I do it successfully :/
    Also don't worry, we're keep banning him but he can have 500 more accounts for approximatively 1$ soo

    This is not working perfectly, also now I don't know, but if ip address are banned how can he come back? Without VPN? 

    It's just because he's harrassing some people, and I don't really like it TheCuriousCatPerson

    He'll probably run out of phone numbers to use eventually.

    If the server has a bot that automatically gives roles to a user when they join, the phone verification required won't happen as when a user has a role, the server's verification level won't matter to them.
