Enter a full channel without move members

Hello, My name is Netanel and I have tried anything I can and nothing work. I am trying to make thing like this: Give members the option to enter full channels BUT without the permission of moving them. Just enter without the ability to move members across channels. But no matter what I have tried nothing work.... even if I give a specific member the option to CONNECT and he doesnt have "Move Members" he cant join the channel when its full! So I am asking you how can I do this? Believe me I know everything about this subject this is my work also for years but I cant solve this.
