Manage roles subdivide

I would like to split the "Manage roles" permission into "Create and edit roles" and "Assign roles".

for example:
There are roles "everyone", "member", "moderator", "administrator".

- Administrators should be allowed to create and edit roles and assign the roles "moderator" and "member".
- Moderators should be allowed to assign the role "member" but not be able to edit it.

i hope this function can be implemented
