Dedicated "Bypass Slowmode" Permission

The only way for a member to bypass slowmode restrictions is to give them the "Manage Messages" permission, which also let's them delete & pin messages. These permissions shouldn't be merged, instead, there should be a dedicated "Bypass Slowmode" permission, which would be pretty self-explanatory.

On a related note, bypassing slowmode with the Manage Messages permission doesn't seem to be documented anywhere right now. If a dedicated bypass permission isn't added, maybe there could at least be a reference under the Manage Messages permission?
