Changing how banning works on Discord and adding a silence feature
The current method of banning has several consequences: for public servers, banning hides channels that would otherwise be publicly accessible to those who just want to view what is being sent in public channels. This annoys the user and creates an incentive to make a second account to get around the ban just to see the content being published.
I think bans should work differently depending on the privacy settings of the server.
When a user is banned from a public server, the following should happen:
- The user immediately loses access to all of their user rights.
- The user is able to view, but not send messages or react in any public chatroom. (They will get a "you do not have permission to send messages" error, and the reaction buttons go away.)
- The user is able to join any publicly available voice channels (provided that the permission is given to @everyone), but cannot talk, share screen, enable video, or otherwise participate in whatever is going on.
- An additional permission to view the list of banned users could be created. These users will see a white tag on a dark red background (in dark mode) or a black tag on a light red background (in light mode) to indicate that the user has been banned.
- A dedicated channel called "bans" which is only accessible to moderators would allow the user to discuss the server ban with other moderators, including clarify why they were banned. No one except moderators and administrators would be able to see the messages from the banned user(s).
- Nitro boosts are still refunded to the user and put in cooldown. If the user tries to boost a server where they have been banned, then they will get an error.
When a user is banned from a private server, then they can be kicked as well and be unable to rejoin.
There should also be a "silence" feature which prevents the silenced user from participating in chat. This would do the same as the above except the user would still be able to post reactions and the nitro boosts are not refunded.
This is very similar to other communities powered by software like MediaWiki or Discourse. These users can be blocked or suspended, but it would not affect their ability to view public posts.

You can already do this by muting a user with a mute role except for nitro restrictions. Bans however should stay how they are now. Banned users shouldn't be able to see content in the server. Just because some users try to use alternative accounts to circumvent bans dosen't mean the punishment for users who break rules should be less severe. Plus bans are IP based so a banned user won't even be able to join with an alt account unless they're tech savvy. Also if they try to get around their punishment then that's on them and if they get caught they can be reported to the Trust & Safety team as ban evasion breaks discord tos
