(Automated) user dm restriction for the safety of community members.
Recently me and others are noticing an increased amount of scam messages through automated user accounts before they possibly can be detected to be malicious. Those messages are delivered trough dm via the common server. Unfortunately nowadays we are in need of bots that try to detect bots in order to reduce the amount of scams delivered to our community members. Unfortunately blocking private dm's isn't a good option for community operations. Therefore i want to ask to introduce a server feature where only people with certain roles can send dm's to their community members. Additionally that feature can be rate limited to limit the spread of the message in case a members becomes a scammer.
in a imaginary example server staff you are required to have a "verified member" role in order to send dm's to other people. rate limited by 10 new dm's per day. for the staff it is unlimited. this makes it more hard for scammers to get a big audience with little effort, and i am sure the staff of most big or small servers will pick this up in order to keep their community safe.

I've seen other ppl asking for this feature, so do I, whenever I get to manage a server I'm like "dud why isn't there a btn to server-deny member's dms by default", I hadn't seen this verified member thing, but now that you mention it sounds very nice, mostly cause of the membership screening
