Combination of role permissions

I want to give certain permissions IF the user has those specific roles. For example, a user when he joins has the role X OR the Y, and I want a verification system. So if they dont have the verification role Z, they cant see nothing. The problem is when both roles X and Y have role Z can see channels are allowed only from X or only by Y, and this is annoying. Can you guys can give the option for users to have FOR THE PERMISSIONS combined roles like X AND Z IN THE SAME PEMISSION to see stuff, that only role Z with the role Y can't.

something like,
X: group 1
Y: group 2
Z: verification
imagine having channels 1,2 and 3. X AND Z can see 1, Y AND Z can see 2 and Z can see 3.
What users combination of roles have and what they should seeQ
user1: X AND Y -> sees 1 but not Y
          (but cant see 2)
