Disabling the ability to ping for people

Imagine this situation: we have a big server with lots of members in it. The owner doesn't want to get pinged from everyone, so he creates a rule when if you ping the owner you get 6 hours of mute.

Let's say randomguy123 pinges the owner. He gets the mute, but the owner will still have the notification of the ping (removed or edited pings don't remove the notification!).

So the logical solution is, to make a server setting where you can disallow members with certain roles to ping others, or one user (like the owner in this example)

It's really not hard to implement, as we only need to disable notifications if a member who shouldn't ping somebody pings that person. For big servers, it would be very useful.
