Block new user to send pm
So there has been alot of spam from random bots from different servers, and I think it would be nice if new users cound't send pm messages to everyone. Example a "people without a role can't send a pm" setting, so it would reduce it abit.

Yes, I know.. but i want people to message me if they want something.. but i don't want users that just joins servers and stuff to message me
