Role Assignment vs Role Management

There seriously needs to be a change in the permissions regarding roles.

We need to be able to specify which roles can assign roles and what roles can be assigned without giving a role permissions to create/edit/delete roles on a server.

There could easily be an additional setting under role settings called "Assign Roles". With that setting enable, dropdown menu or some other selection method could be used to choose which roles could be assigned by any given role.

I don't think this would be hard to implement, and would immensely help out anybody running a server. It would also greater security in not allowing somebody to damage a server's setup should they be given the Manage Roles permission and decide to be harmful on a server.
