What is a "public server"?
I would like to get the ownership of a discord server transferred to me but when i emailed discord support they said no and refused to tell me why.
The criteria they gave me was
"1) your server is a public server that has more than 100 members in it,
2) the server owner hasn't accessed their account for at least a month,
3) the new owner has moderator or admin permissions on the server."
I meet every single requirement so this "public server" part is the only reason i can think of that they could deny me for. Do they mean community server?

I feel like you do meet the criteria for transfer, perhaps another incompetent support team member has given you bad info? A community server isn't really any different from a non-community server, it just has a few extra features. They can hardly base "public" on whether you have community enabled.
They do seem to refuse if the previous owner was banned from Discord for any reason though.0
