Feature Request: Text Channels having Assigned Text

This falls under both text + account and server management, but I'm placing it here as it applies more to the latter than the former. The feature I'm requesting implementation would create a new permission to allow users to create a post that functions similar to a blog post relative to a specific text channel. The problem and functionality is addressed as follows:

Ex: Your server has several mods that all work together to update information across various channels that are posted in at different times by various mods. As Discord currently works, because you are not the owner of a sent message you cannot edit it, only delete it. 

Mod A is only on 8a-1p

Mod B is only on 1p-11p

Mod C is only on 11p - 8a

Any posts created for a channel/server from mod A cannot be updated during mod B or C's time

The functionality would allow members with the specific permission to create and/or edit a post that is set specifically to that channel (much like a group blog post). These community posts would function different from standard messages by allowing anyone with the permission to create/edit that community post for that channel instead of just the poster. Ideally this would allow for content to be condensed and reduce the number of pins necessary for a channel while increasing productivity and information uptime in larger servers.
