  The reason the age limit is 13 is because you can swear and post stuff that isn't sutible for young ages. The age limit has a very slim chance of being lowered.

  No, this is due to Discord being required to comply with COPPA (Children's Online Privacy Protection Act). Persons under the age of 13 must get a parent to sign a consent form to provide their child's user data to a platform operating within the US. Since this is difficult to do on a individual basis for such a large platform, Discord just refuses all people under the age of 13 outright, effectively not placing them under the jurisdiction of COPPA regulations.
