Staff DM overrule blocking DM from a certain server

Moderators, Admins and bots always need to be able to communicate with users from their servers. Each user currently can block DMs from a guild (can even be the default), this can result in unexpected behaviour by bots (like soft locking) when trying to DM these users. But also prevent staff from being able to chat in DM with private topics related to the server.

You could allow DMs by all people from a guild, but that will result in unwanted spam sometimes. That is the reason for many people to block DMs from certain or all guilds. Which has the issues previously mentioned.
