Role Pinging Restrictions

So, this was already partially implemented with the "allow user to mention everyone, here, and all roles" option, but I feel like it'd be good for moderation purposes to make it so you can restrict it further so you aren't just giving a role the ability to mention everyone but you give them the ability to mention a certain role. A good use case of this could be contact between middle and upper moderation for a server. Say no head moderators are online and they need to get in contact with them, they can ping that role to get their attention but they don't have the ability to ping everyone.
