Role Permissions - Channels

I'm trying to make it so when someone has a certain role, it cancels all the other role permissions out. I've got that specific role at the top, and above every other role, but if they have a role that has permissions that clash with the role that I'm working with, it doesn't take away those permissions. Is there another way to do this?

    It is important to note that channel-wide permissions will always overwrite server-wide permissions Default channel permissions will always be overwritten by role permissions on the same channel, and allowed channel permissions will always overwrite disallowed permissions, regardless of the role hierarchy Emory Patient Portal

    The role does have the same permissions as in general and also the channel i want it to effect, everything is disabled but it doesn’t do anything, is that how it’s supposed to be?
