Unable to setup a permission-controller voice channel with screen sharing enabled

The “Connect” permission for a voice channel seemingly overrides the “Video” permission. Thus if any users without “Connect” permission to a channel are dragged into it, they are unable to share screen/video despite having the “Video” permission.

Part of the issue here is that the screen share button still shows up, you're able to go through the configuration UI for the sharing, etc. Even the go live button works. However, as soon as you hit the go live button, the sharing immediately ends without any errors/anything of the like. This is a confusing experience for both users and server admins.

Seemingly, there's currently no way to set up a channel which users have to be moved into, but can still share their screen in.
