Implement Account Age Filter for 'Block Custom Words' in Automod

I suggest enhancing the Automod feature, particularly the 'Block Custom Word' rule. It would be highly beneficial to have the option to apply this rule exclusively to new accounts on our servers. This change targets bad actors who join and immediately engage in scamming, a common issue in many servers. Long-term members, who are typically compliant, would be unrestricted by this rule. Such a focused approach would streamline moderation and improve the community experience.
