Feature suggestion: Improve visibility and timing of MFA requirement notifications for moderator abilities

Current issues:

1. Moderator abilities requiring MFA are hidden until MFA is enabled. (Expected behavior, however if the server owner forgets they enabled the requirement, confusion happens)
2. MFA requirement notifications are severely delayed, sometimes appearing days after permissions are granted. (As happened to me)
3. When notifications finally appear, they're easily overlooked due to poor visibility (e.g., blending in with the channel list).

Proposed improvements:

1. Show all permitted moderator actions in the menu.
2. When attempting to use an MFA-restricted ability without MFA enabled, immediately display a clear, prominent notification explaining the requirement.
3. Ensure notifications are timely and appear as soon as MFA-restricted permissions are granted to a user who has not yet enabled MFA.
4. Improve the visual design of notifications to make them stand out from other UI elements.
