Limiting Pings by User With Delay

After a spam bot entered a Discord I moderate last night I was wondering if we could limit @role mentions until a new user is in chat until X amount of time. Instead of moderating all new users from being able to speak until X time this will limit those who only intend to spam.

  I know I am 2 years late but I really want it to happen since one of the staff servers I am on for a group gets spammed with pings every so often from the higher ups and I really want it to stop for good and they keep declining the in server petition I do so the next step is discord the app.
