Server Wide Channel Mute

The ability to toggle a channel so that notifications are automatically turned off for all users of that channel by default. This would be for things like the Poke bots and Dice bots, so they don't spam notifications when people are using them, or other low priority channels, and allow for better separation from announcement type channels without turning off notifications for the entire server.

  This is the most-requested feature on my server. Please can we allow channels to start  muted by default.

  THIS IS SEVERELY NEEDED! Please put this update request in the pipeline. It has been  a long while since this thread here has been created.
