Some Role Permissions are Broken

In my server, I have it specifically set so no one other than moderators or admins are allowed to change nicknames, yet the members in my server are changing their nickname willy nilly, without changing their gamer-tag within their own username settings. This is obnoxious. My server is getting bigger and I like to keep track of names so it is easy to identify each member. I have the permission unchecked, yet they are still allowed to do this. That permission must be broken, or at least it's broken on my server. How can I fix this?
