@Everyone cooldown

Adding an `@everyone` + `@here` cooldown would be a great addition to the discord client. This would help to prevent raids and make the raids less damaging. I also thought that it would be cool if it was optional so you could toggle it off if you when you are using the pings for a good reason :3

  You could turn on slow mode in the channel overview menu, as it has a cooldown before users can type again

  but then you avoid all users in your server from talking

  i think there should be a @everyone cooldown

  if @everyone or @here is being abused or misused, only give the permission to users that you trust
