Idea Privacy - let DM if you add one as a friend and have privacy enabled only on your end

So, I have "Allow direct mesages from server members" disabled. Another guy has them enabled.
I want to send him a direct message. I add him as a friend.

Why am I not allowed to send him a message and receive those from him if he allows anyone to send him DMs?
