Note system improvements.

• Add another note to the profile "Server notes" which are visible to everybody by default. 
• Rename the old notes system to "personnel notes" which are only visible to the user that made the note.
• Add the permission "Manage Notes" which allows the user/role to edit the notes on people
• Add the permission "Edit Note" which allows the user/role to edit there own note.
• Add permission "View Notes" which allows the user/role to see other peoples notes.
• Add permission "View own Note" which allows the user/role to see there own note.

 

This would improve the organisation of Discord servers that are used for gaming communities.

This would allow servers to add information to a user on there Discord like, Forum Profile, SteamID, etc.

  Coming from this ( https://support.discordapp.com/hc/en-us/community/posts/360041058191-Shared-Notes-For-Mods-Rap-Sheets ) suggestion (which will later be merged into this one) I'd like to suggest there be an additional type of note on top of the one suggested here, being the ones from my suggestion, since servers may want to use them both for profiles and mod communication.
