Rate Limited Warning/Error

When changing server name too often, you get rate limited, meaning you can't change the server name for a set amount of time. This is not indicated by discord and it appears as if discord was bugging. It would be nice if there was bar indicating that you are being rate limited, because I was initially confused to why I couldn't change my server name anymore
